The Associated Press now unveils its postseason awards the night before the Super Bowl, weeks after most people have stopped caring about the winner.

So we announce ours immediately after the regular season ends.

At a time when you still actually are interested in these matters and not, you know, you?ll win the Super Bowl, here are the men who, in our opinion, deserve special recognition for their accomplishments in the freshly-completed regular season.

Offensive Rookie of the Year.

Winner: Russell Wilson, Seahawks.

Runner-up: Robert Griffin, III, Redskins; Andrew Luck, Colts.

Honorable mention: Alfred Morris, Redskins; Doug Martin, Buccaneers.

The AP award likely will go to either of the top two picks in the draft, but it shouldn?t.? Wilson entered the league short on height and long on smarts and talent and determination.? Russell Wilson commanded the No. 1 spot on the depth chart in Seattle, beating out big-money free-agent Matt Flynn and incumbent starter Tarvaris Jackson, and Wilson then began to prove week-in and week-out that he is as good as his more famous counterparts who were selected much higher.

Despite the 11-5 record for the Colts, Luck had too many turnovers (contributing to a mediocre passer rating of 76.5), and Griffin missed a game and crunch time in another due to an inability to avoid contact.? While Luck broke Cam Newton?s rookie passing yardage record, Wilson tied Peyton Manning?s record for touchdown passes by a rookie ? and Wilson showed that he could run the ball effectively (489 yards, four touchdowns) without getting hit or, in turn, hurt.

The best news is that the three rookie quarterbacks all made it to the playoffs, and they?ll all make their postseason debuts on the same day.

Defensive Rookie of the Year.

Winner:? Luke Kuechly, Panthers.

Runner-up:? Janoris Jenkins, Rams.

Honorable mention:? Bobby Wagner, Seahawks; Lavonte David, Buccaneers; Casey Heyward, Packers; Harrison Smith, Vikings.

The ninth overall pick in the draft, Kuechly led the NFL with 164 tackles, finishing 10 short of the rookie record set in 2007 by Patrick Willis.? Kuechly also had 10 games with 10 or more tackles.? In Week Five, he slid from outside linebacker to the middle, where he participated in every snap on defense for the rest of the season.

Jenkins, a second-round steal, instantly became a dangerous cover man and return specialist.? He could soon be one of the best cornerbacks in the NFL.? Some may say he already is.

Coach of the Year.

Winner:? Bruce Arians/Chuck Pagano, Colts.

Runner-up:? Leslie Frazier, Vikings.

Honorable mention:? Mike Shanahan, Redskins; Pete Carroll, Seahawks; John Fox, Broncos; Mike Smith, Falcons.

The best coach routinely is determined based on a team?s actual performance relative to its expected performance.? This year, no team exceeded expectations more than the Colts, who won 11 games a season after winning only two.? Pagano and Arians combined to generate a wild-card berth despite Pagano?s three-month absence due to leukemia treatments, as part of a run that included seven come-from-behind wins.

Frazier and the Vikings improved their win total by seven, going from 3-13 to 10-6 and a playoff berth secured on the last day of the season against the Packers.? Shanahan and the Redskins reeled off seven straight to secure the NFC East after Shanahan seemingly threw in the towel on the 2012 season.? (And all future coaches whose teams are 3-6 after nine games will do the same.)

In all, three of the six worst teams from 2011 have vaulted to the playoffs only one year later, providing real hope to every other non-playoff team, in 2013 and beyond.

Comeback Player of the Year.

Winner:? Peyton Manning, Broncos; Adrian Peterson, Vikings.

The two greatest comebacks in NFL history came in the same year.? For Manning, the return from multiple neck surgeries was unprecedented.? For Peterson, his performance following a Christmas Eve 2011 ACL tear was equally stunning and unlikely.? Both deserve the recognition, and it?s only fair for them to share it.

It?s also only fair that there be no one else mentioned as the runner-up or otherwise.? Manning and Peterson are in their own class on this one, and no one else comes close.

Executive of the Year.

Winner: John Elway, Broncos.

Runner-up: John Schneider, Seahawks.

Honorable mention: Ryan Grigson, Colts; Rick Spielman, Vikings; Les Snead, Rams.

Elway wanted Peyton Manning in large part because it gave Elway cover to dump Tim Tebow.? The gamble (in light of Manning?s recent medical history) paid off in a major way, making other teams (like perhaps the Texans) wish they?d done more to land one of the greatest players in NFL history.? Though making the move for Manning is enough on its own, hiring coach John Fox in 2011 after a two-win season in Carolina, picking linebacker Von Miller in last year?s draft, and not giving up on Knowshon Moreno are icing on a cake that Elway has been masterfully baking for the past two season ? even though Elway entered the job with fry-cook credentials.

Schneider found a quarterback who could become one of the best current signal-callers in the league in round three of the draft, five spots after the Jaguars picked a punter.? Schneider likewise rolled the dice in round one on Bruce Irvin, a controversial pick who panned out as a rookie.? Throw in linebacker Bobby Wagner in round two and the prudent decision to re-sign Marshawn Lynch, and Schneider had a lot to do with the team?s unexpected success in 2012.

Grigson quickly turned around a talent-challenged roster with a strong draft and the ability to make good decisions about who should stay and who should go, bringing back Reggie Wayne and keeping Dwight Freeney and Robert Mathis.? His success will make more owners opt for young, grinding scouts.

Offensive player of the year.

Winner:? Adrian Peterson, Vikings.

Runner-up:? Calvin Johnson, Lions.

Honorable mention:? Drew Brees, Saints; Marshawn Lynch, Seahawks.

Peterson is the easy and obvious choice, given that he rushed for 2,097 yards, the second most in NFL history.

Johnson set the single-season record for receiving yardage with 1,964, and Brees threw for more than 5,000 yards for the third time in his career.? Lynch?s performance gets lost in Peterson, but the guy the Bills gave away has become one of the best running backs in the league.

Defensive Player of the Year.

Winner:? J.J. Watt, Texans.

Runner-up:? Von Miller, Broncos.

Honorable mention: Aldon Smith, 49ers; Charles Tillman, Bears.

Watt was a wire-to-wire disruptive force for the Texans.? Beyond his league-leading sack total (20.5), Watt has shattered the mold for 3-4 defensive ends.? Miller is becoming one of the best 4-3 outside linebackers in the NFL, and Smith has emerged as the top 3-4 pass-rushing outside linebacker.

Amazingly, all three players are in only their second seasons in the NFL.

MVP.

Winner:? Adrian Peterson, Vikings.

Runner-up: Peyton Manning, Broncos.

Honorable mention: J.J. Watt, Texans; Aaron Rodgers, Packers; Tom Brady, Patriots; Matt Ryan, Falcons.

Many have wrestled with this one for weeks, determined to give it to Manning but keeping an open mind for Peterson.? It would have been easy to say Peterson gets it only if he sets the single-season rushing record.? It?s harder to accept that he missed it (by 27 feet) but still deserves it.

In the end, Peterson?s value to his team simply outweighs Manning?s ? even though Peyton once again has had a season to remember, shrewdly picking a talented team with an easy schedule and pushing the franchise to the top seed in the AFC.? Last year, however, the Broncos made it to the final eight without Manning.? This year, the Vikings would have been nothing without Peterson, a man who overcame a serious knee injury to become better than he ever was.

Moreover, at a time when we are more sensitive than ever before to the damage inflicted on the bodies of NFL players, Peterson earned every yard, foot, and inch that he gained.? Even the long runs came after he ran through a potential tackler.? Or two.? Or five.

"Christmas in the Berkshires is like waking up in a Currier & Ives sampler accompanied by that Leroy Anderson song. Since the completion of Thomas Schumacher and Matthew White's place in the country, a gorgeous pile atop a hill in Hillsdale they've christened Otium, a small group of us have turned up each Christmas Eve and Day, washing away our city stress with mulled wine and one another. The environment is pretty grand, but we're not. Just a circle of friends who like to laugh and argue, with families too far away to visit in the short break that Broadway's holiday performance schedule allows...So we were desolate when Tom and Matt informed us that there would be no Christmas at Otium in 2012, as they were off to Venice to save yet another part of the sinking city. I know saving Venice is important, but more important than Christmas in the Berkshires? Seriously? Consternation became disappointment, which became resignation. And then the email arrived from Tom.

"'Dear ones -- Since Christmas has been cancelled, let's do Thanksgiving instead. Saturday of Thanksgiving weekend, to be precise. You must come. Must, as in you're coming. 'No' is not an option. Fun and games and the whole gang. November 24th. Be there.'"

Environmental activist long wanted in U.S. arson attacks surrenders

PORTLAND, Oregon (Reuters) - A Canadian environmentalist accused of taking part in a campaign of arson attacks across the U.S. West surrendered on Thursday after a decade on the run to face charges in what authorities call the "largest eco-terrorism case" in U.S. history.

Rebecca Jeanette Rubin turned herself in to FBI agents at the Canadian border in Blaine, Washington, the U.S. Department of Justice said in a statement. She is charged with helping set a wave of arson fires between 1996 and 2001 that were carried out by self-proclaimed members of the Earth Liberation Front and Animal Liberation Front.

"Rubin's arrest marks the end of her decade-long period as an international fugitive in the largest eco-terrorism case in United States history," the Justice Department statement said of the arson spree.

Officials have given no reason for her surrender.

Prosecutors said at the time that the case stood out for the number of fires set and damage caused, which was estimated at more than $40 million.

Rubin, 39, faces arson, destructive device and conspiracy charges in Oregon, California and Colorado. She was expected to make an initial court appearance in Seattle before she is returned to Oregon for trial in U.S. District Court.

The government indicted Rubin in 2006 of taking part in a conspiracy with 12 others involving 20 acts of arson.

She is charged with participating in a 1997 arson fire at a wild horse and burro facility belonging to the Bureau of Land Management in Burns, Oregon, that was set to retaliate for what the group believed was poor treatment of the horses.

Animals were set free and firebombs placed around the facility, according to a federal grand jury indictment.

She is also accused of participating in a 1998 attempted arson at the Medford, Oregon, offices of U.S. Forest Industries.

In Colorado, Rubin faces eight counts of arson for the 1998 firebombing of a Vail ski resort to stop an expansion that the group felt would encroach on a lynx habitat.

She is also charged with conspiracy, arson and using a destructive device in a 2001 fire at a Bureau of Land Management horse and burro facility near Susanville, California.

Ten of the other 12 defendants pleaded guilty to conspiracy and multiple counts of arson in 2007 in Eugene, Oregon, while two, Joseph Dibee and Josephine Overaker, remain at large.

If convicted on all charges, Rubin could face a maximum penalty of hundreds of years in prison, although the other defendants were sentenced to between 37 to 156 months behind bars, Assistant U.S. Attorney Stephen Peifer said.

Rubin can consent to have the charges from the three states consolidated and be tried in Oregon, or she can be tried in each jurisdiction, Peifer said.

South Georgia rat cull to resume

The largest animal eradication project the world has ever seen is set for its next phase.

The Habitat Restoration Project on the Atlantic island of South Georgia aims to wipe out millions of rats that first arrived on sealing and whaling ships.

A test mission to spread poison pellets in 2011, aiming to rid 128 sq km of the rodents, seems to have been successful.

The team is now targeting a further 580 sq km with poison pellets on a months-long mission to start in February 2013.

Brown rats may be a pest in the UK but in South Georgia they are pushing indigenous bird species to the brink of extinction.

They were first introduced to South Georgia by sealing boats in the late 18th Century and numbers were bolstered by rats arriving on whaling boats in the early 20th Century.

They quickly multiplied with no natural predators on the island.

For ground-nesting birds like the South Georgia pipit and South Georgia pintail, both of which are unique to the island, the rat explosion spells disaster because the rats feed on chicks and eggs.

Air drop

A trial phase in 2011 was the largest rodent eradication ever attempted and succeeded in removing rats from a tenth of the infested areas.

Prof Tony Martin, an expert in animal conservation from the University of Dundee, is the project's director. He said: "Almost immediately, there were young pintail ducks being seen around the base in numbers which no-one could remember - it was remarkably instant and we expect to see pipits returning very soon.

"But realistically most of the species which will benefit from the project will take years, maybe decades, to come back. But we're not in this for the short-term, this is something for the long-term."

The second phase of the project, detailed on Wednesday at a meeting in London, will see a 25-strong team of scientists, helicopter pilots, chefs and engineers embark on a four-month mission to eradicate the brown rat from the South Atlantic island.

They aim to clear 60% of the remaining area. The crew, dubbed Team Rat, will charter the RRS Ernest Shackleton from the British Antarctic Survey to transport them and their three helicopters, 270 tonnes of bait and shipping containers full of food and equipment.

"The only effective way to eradicate rodents on an island the size of South Georgia is by air," Prof Martin explained.

"The three helicopters will be used to deliver rat bait, using precisions flying, as they criss-cross the island with giant hoppers suspended underneath."

The hope is that eradicating the rats will mean 100 million pairs of seabirds return to the island once more.

Saudi diplomat shot dead in Yemen, officials say

SANAA (Reuters) - Gunmen shot dead a Saudi Arabian diplomat and his Yemeni bodyguard in the capital Sanaa on Wednesday, two officials told Reuters.

The killing was the latest in a series of attacks on officials and politicians in the impoverished Arabian Peninsula state, which is battling Islamist militants with U.S. assistance.

"Gunmen opened fire at the Saudi diplomat's car in a neighborhood in southern Sanaa, killing him and his Yemeni bodyguard," a Yemeni security official said. He said the diplomat was the assistant military attache at the Saudi embassy.

A spokesman for the Saudi Foreign Ministry in Riyadh confirmed the killing of the diplomat, and said the ministry would issue a statement shortly.

Restoring stability in Yemen is an international priority because of its strategic position adjoining oil exporter Saudi Arabia as well as major shipping lanes.

Yemen-based Al Qaeda in the Arabian Peninsula (AQAP) and other militant groups strengthened their grip on parts of the country during an uprising that ousted veteran president Ali Abdullah Saleh in February.

US pushes to keep entrepreneur jobs in the country

CAMBRIDGE, Mass. (AP) ? The Obama administration's top immigration official says his agency is working to attract and keep more foreign-born high-tech entrepreneurs who are seeking to start companies in the U.S., a move he hopes will help the nation retain its edge in an increasingly competitive global economy.

U.S. Citizenship and Immigration Service Director Alejandro Mayorkas acknowledged on Wednesday that his agency "has not been especially nimble" to adapt to fast-paced changes in the business landscape, even though it has been quick to respond to the humanitarian landscape.

That is changing, Mayorka said, since the agency added new training for adjudicators who evaluate business visa applications, including those for H-1B visas ? temporary employment visas for specialty occupations ? sponsored by startups companies whose profile do not fit that of traditional businesses.

"Three years ago if we'd received a petition for a H-1B visa from an individual working in a cubicle who might have received funding from a respectable venture capital firm, adjudicators might have rejected that application," Mayorkas told students and investors at the Sloan School of Management of the Massachusetts Institute of Technology.

"One of the goals of the immigration system: family unity, humanitarian relief and economic prosperity," he said. "And it is in the context of economic prosperity that we really are speaking today," Mayorkas said.

He unveiled a new website that provides entrepreneurs an easier way to navigate their immigration options under the so-called "Entrepreneur Pathways" initiative.

The measure is the first product of the unusual "Entrepreneurs in Residence" program under which the immigration agency recruited five entrepreneurs who reviewed the system and proposed changes to make it easier for investors to figure out their immigration options and communicate with the agency.

Next step? A review of existing laws and practices to ensure that they achieve their full potential.

"We've done a remarkable job, I think, in training our adjudication corps in terms of unique profiles of startup companies and our entrepreneurs. The Entrepreneurs Pathways has followed. We are going to be looking at our policies and practices ... to ensure that we are maximizing existing laws' full potential," Mayorkas said. "But it is no substitute for the need for legislative reforms."

The initiatives drew rare praise from entrepreneur and Duke University researcher Vivek Wadhwa.

"It's the type of creative thinking that's needed to fix it because if you speak to immigration lawyers, they tell you that the big problem that they have is inconsistency, the same problem entrepreneurs have ? that to get one adjudicator they are able to get a visa, another one declines it and they never get a straight answer," Wadhwa said.

"So what they did here is they had a bunch of entrepreneurs work with the USCIS to go through the entire process, go through the books and see what was wrong with the system and they are systematically fixing the system," Wadhwa said. "I've got to give them credit for being innovative over here. I rarely say good things about governments. This is one of those rare occasions when they do something right."

Wadhwa said immigrants are major contributors to the U.S. innovation and competitiveness.

Foreign-born entrepreneurs founded engineering and technology companies that employed about 560,000 people and generated an estimated $63 billion in sales from 2006 to this year, he said, citing his research released last month.

That contribution, however, is in jeopardy as the growth rate of immigrant-founded companies has stagnated because of visa policies, bureaucracy and immigration laws, Wadhwa said.

"We're choking off the pipeline here," Wadhwa said "We are boosting the economies of our competitors, in other words, the people that we'd want here starting companies and building innovation here are doing it in ... India, China, Brazil and Mexico" where researchers are seeing the most innovation because of U.S.-educated returnees.

Mayorkas said his agency is pushing to ensure that existing immigration laws realize their potential to attract job-creating entrepreneurs and enable them to bring and retain people with the expertise and special skills that they need to grow and flourish.

"We know that there is a tremendous need for more accessible pathways for entrepreneurial talent to come and remain here in the United States," Mayorkas said.

But the floodgates and other fixtures Jones installed haven?t led to lower insurance premiums. And things may get worse, as the British government and British insurers battle over a deal that would provide state guarantees for flood coverage at a time when losses are expected to rise because of global warming.

With more storms on the way, the government and the insurance industry are engaged in mutual finger-pointing. Insurers say the government is failing to provide homeowners the type of guarantees that other European countries and the U.S. do, while the government is accusing the industry of whipping up people?s fears by publicizing its negotiating position even before flood waters have receded.

If a deal isn?t struck by the end of June, as many as 200,000 people in Britain could either lose their insurance or find it too expensive to pay premiums that are certain to rise without government guarantees.

All this comes as the European Environment Agency reported that global warming has caused an overall rise in sea levels globally and along most of the region?s coasts. There has also been an increase in flooding along streams and rivers.

New York, New Jersey put $71 bil price tag on Sandy

(Reuters) - New York state and New Jersey need at least $71.3 billion to recover from the devastation wrought by Superstorm Sandy and prevent similar damage from future storms, according to their latest estimates.

The total, which could grow, came as New York Governor Andrew Cuomo said on Monday the state will need $41.9 billion, including $32.8 billion to repair and restore damaged housing, parks and infrastructure and to cover lost revenue and other expenses. The figure also includes $9.1 billion to mitigate potential damage from future severe weather events, Cuomo said.

Neighboring New Jersey, which saw massive damage to its transit system and coastline, suffered at least $29.4 billion in overall losses, according to a preliminary analysis released by Governor Chris Christie's office Friday. The preliminary cost estimate includes federal aid New Jersey has received so far.

By some measures, Sandy was worse than Hurricanes Katrina and Rita, which tore into the U.S. Gulf Coast in 2005, Cuomo said.

Sandy destroyed 305,000 houses in New York state - a still provisional number that's likely to grow - compared to the 214,700 destroyed in Louisiana by Katrina and Rita.

Sandy also caused nearly 2.2 million power outages at its peak in the state, compared to 800,000 from Katrina and Rita in Louisiana, and impacted 265,300 businesses compared to 18,700, Cuomo said.

While Sandy may have damaged more homes and businesses, Katrina took a far greater toll on human lives, killing more than 1,800 people directly or indirectly. Sandy, by comparison, is believed to have killed at least 121 people.

"Hurricane Katrina got a lot of notoriety for the way government handled -- or mishandled, depending on your point of view -- the situation," Cuomo said at a press conference.

But considering the dense population of the area Sandy impacted and costs to the economy, housing, and businesses, the damage done "was much larger in Hurricane Sandy than in Hurricane Katrina, and that puts this entire conversation, I believe, in focus," Cuomo said.

Sandy made landfall in New Jersey on October 29. It blasted through the Northeastern U.S., devastating homes, forcing evacuations, crippling power systems and shutting down New York City's subway system for days.

TAKING SANDY COSTS TO CONGRESS

The total cost to the region is still not known as estimates of the damage, as well as future repair and prevention costs, continue to come in from states, cities and counties.

New York City Mayor Michael Bloomberg said on Monday he will ask Congress for $9.8 billion to pay for Sandy costs not covered by insurance or other federal funds.

In a letter to New York's congressional delegation, Bloomberg said public, private and indirect losses to the city from the devastating late-October storm stood at $19 billion.

Of that, private insurance is expected to cover $3.8 billion, with Federal Emergency Management Agency reimbursements to cover at least an additional $5.4 billion, Bloomberg said in a statement.

The city still will need the additional $9.8 billion to help pay for costs that FEMA does not cover, like hazard mitigation, long-term housing, shoreline restoration and protection efforts, he said.

Whatever the final tally, officials are beginning to pressure Congress for federal assistance.

Cuomo met on Monday with the state's Congressional delegation and county officials. U.S. Senator Kirsten Gillibrand said in a statement that New York's Congressional delegation will push hard for additional federal funding.

"The federal government has a clear responsibility to commit all of the necessary resources to help us rebuild," she said.

Getting federal funds could be a tough fight, because of pressure on lawmakers to cut spending and raise taxes in order to shrink the federal deficit.

"This will be an effort that lasts not weeks, but many months, and we will not rest until the federal response meets New York's deep and extensive needs," said U.S. Senator Charles Schumer in a statement.

NUMBERS GAME

Cuomo's earlier estimates had pegged the total amount of damages for the region at $50 billion, with about $33 billion of that incurred in New York state.

In New York City, Bloomberg said on Monday that the city had about $4.8 billion of uninsured private losses, $3.8 billion of insured private losses, and $4.5 billion in losses to city agencies.

Reconstructing the city's damaged roads alone could cost nearly $800 million, Bloomberg said. New York City, a financial and tourism center, also lost about $5.7 billion in gross city product, he said.

Included in Cuomo's nearly $9.1 billion of mitigation costs are what he called "common sense" actions, like flood protection for the World Trade center site, roads, subway tunnels and sewage treatment plants, as well as power generators for the region's fuel supply system and backup power for health care facilities.

"We will see new projects," said Mysore Nagaraja, former president of the Metropolitan Transportation Authority's Capital Construction Co.

"In order to justify whatever money they finally end up getting, they have to come up with this list of projects that need to be done so that the future Sandy will not have the impact it had this time," he said.

Nagaraja is currently chairman of Spartan Solutions LLC, an infrastructure consulting firm.

PHILADELPHIA The University of Pennsylvania School of Dental Medicine has received a $1.5 million grant for student scholarships from the Health Resources and Services Administration of the U.S. Department of Health and Human Services. Designed to support student diversity and increase access for underrepresented minorities, the grant will allow Penn Dental Medicine to provide financial aid for four years to at least 26 new and current students at the school. The School is one of just three dental programs in the country to receive the HRSA award this year.

Penn Dental Medicine has received and distributed more than $1.9 million in HRSA scholarship grants in the past seven years. This year's award, however, is the first time HRSA has committed to funding multiple years of scholarships at one time, giving continuity and reassurance to the students who receive them.

"We're so fortunate to receive these scholarship funds in order to attract and retain talented students from across the country," said Joan Gluch, Penn Dental Medicine's associate dean for academic policies, director of community oral health and project director of the grant. "With these awards, we will be able to broaden access for students who would otherwise have been unable to attend Penn Dental Medicine."

Beginning this semester, Penn Dental Medicine will receive $330,000, which will be divided among eligible students for scholarships of $15,000 each; the School will then receive $390,000 each of the following three years, providing eligible students with $15,000 in aid every year.

"The students who can benefit from this award appreciate the challenges faced in underserved populations when it comes to health care and are motivated to improve these circumstances," said Beverley Crawford, Penn Dental Medicine's director of diversity affairs and co-investigator on the grant along with Susan Schwartz, the School's assistant dean for student affairs. "They are also more likely to choose to practice in an underserved area after graduation. The presence of these students at Penn Dental Medicine and the sharing of their experiences can only enhance the learning environment and provide their peers with a clearer understanding of our vulnerable populations."

This award is given as part of HRSA's Scholarships for Disadvantaged Students program, which provides funding to accredited schools offering degrees in the health professions and nursing programs. Participating schools then, in turn, can offer scholarships to full-time students from low-income and disadvantaged backgrounds over their tenure in school.

Argentine crew prevents Ghana from moving ship

(AP) ? Sailors aboard an Argentina navy sailing ship seized in a billion-dollar international debt controversy brandished weapons to block Ghanaian officials from moving the vessel to a less busy dock, an official of the Ghana Ports and Harbors Authority said Saturday.

Crewmen on the ARA Libertad showed their rifles to deter Ghanaian officials from boarding the South American ship Thursday, Kumi Adjei-Sam, the corporate affairs manager of the ports authority, told The Associated Press.

Ghana's government has not commented on the show of force against officials of this African nation.

Ghanaian judge Richard Agyei-Frimpong ruled last week that the Libertad should be moved from its current position while Argentina fights a court order to hold the ship against payment of $1.3 billion to a group holding bonds on which Argentina defaulted in 2002.

Ports officials say the ship's current location prevents other vessels from berthing, costing the agency tens of thousands of dollars a day in lost fees.

Argentina's Defense Ministry issued a statement Friday saying the ship will not budge while the detention order is being appealed.

It said the ship's crew, under orders from Buenos Aires, pulled up the gangplank to prevent Ghanaian authorities from boarding. In response, Ghana shut off water and electricity and brought a crane to lift officials onto the ship to move it.

"An order was for the crew to show up on the deck, with its regular weapons, with the purpose of dissuading any attempt to board it," the Argentine ministry said.

The ministry said the Ghanaians should stop "illegal measures such as forcing us to move and cutting off basic supplies, which represent a violation on our sovereignty and an act of hostility."

Ghanaian courts ordered the ship detained Oct. 2 in response to U.S. court decisions in favor of investors holding bonds on which Argentina defaulted.

Argentina's problems grew larger Friday, when U.S. District Judge Thomas Griesa warned Argentine President Cristina Fernandez not to "defy and evade" his orders on how much Latin America's third-largest economy will have to pay bondholders.

Griesa will decide the amount Dec. 1, a day before Argentina is due to make the first of three payments of more than $3 billion to bondholders who accepted restructuring of their debt at a loss.

Some of the money will go to NML Capital Ltd. and other holdout plaintiffs who are seeking about $1.33 billion in unpaid principal and interest, Griesa said.

Fernandez has refused to post $20 million with a court in Ghana to release the Libertad and insists Argentina will not pay a single centavo to what she calls "vulture funds" that held or bought up the defaulted bonds that remained after other holders agreed to restructure more than 90 percent of the debt in 2005 and 2010. Many received as little as 25 cents on the dollar.

Argentina lost its long battle against bond holdouts in the U.S. courts last month, when an appellate panel rejected every argument Fernandez's government made against paying $1.33 billion in principle and interest to investors holding the original bonds.

The ruling effectively gave Argentina a stark choice: Either pay all of its bondholders equally, or pay none of them at all.

Argentina argued that forcing it to pay the holdouts could provoke another severe economic crisis, but the U.S. appellate court said "nothing in the record supports Argentina's blanket assertion." It agreed with Griesa, who ruled that with more than $40 billion in foreign reserves, Argentina has the ability to pay.

Fernandez said Friday that U.S. courts are harming those who showed faith in Argentina during the bond restructuring.

"Those who believed in Argentina, who put their trust in Argentina, they restructured the debt and we're paying it religiously, one after the other," Fernandez said.

But judges said last month that Argentina must keep promises it made when it issued the original debt in the 1990s and that performing debt does not take priority over defaulted debt.

"Argentina has the duty to pay with the judicial resolutions of the United States in the bond cases," Griesa said Friday. "Our courts are not helpless."

The judge's new warning dented the price of Argentine global bonds due in 2017, which fell more than 6 percent Friday and have plunged about 12 percent since the court order last month.

Enrique Dentice, an economic analyst for Universidad de San Martin in Buenos Aires, said Griesa's order "will greatly harm those who joined the swap at the time" and respected Argentine law.

He said Argentine rules forbid the reopening of debt restructuring even as U.S. law requires honoring the original clauses of bonds issued there.

Statue of Liberty re-lit for first time after storm

You still can?t visit the Statue of Liberty in the aftermath of Superstorm?Sandy, but you will once again be able to see the beloved American icon shining bright after sunset in New York Harbor.

The storm knocked out power on Liberty Island, so Lady Liberty has been enveloped in darkness at night for almost two weeks now. But starting Friday, the statue will be re-lit by a temporary, generator-powered system donated to the National Park Foundation, the official charity of America?s national parks.

Musco Lighting, a company that specializes in lighting sports stadiums and arenas, is providing the equipment and services that will illuminate the statue, while the National Park Service evaluates the damage to the attraction?s permanent lighting system.

?While we work to do everything necessary to reopen the statue and every other national park damaged by the hurricane, we are grateful to Musco and the National Park Foundation for turning the lights on Lady Liberty, another step forward in the recovery of this region,? said National Park Service Director Jonathan B. Jarvis, in a statement.

The temporary fix consists of LED light fixtures, powered by small generators and mounted on portable structures that can be moved as needed during the restoration work.

Liberty Island was closed on Oct. 29 as the hurricane approached, and it never reopened after the storm caused considerable wind and water damage to the grounds.

There is now minimal power on the island and crews are on site cleaning up the debris, but it?s still unknown how much it will cost to return the attraction back to normal or when it will reopen to the public, said Linda Friar, a spokeswoman for the National Park Service Incident Management Team.

The group ? charged to help New York Harbor-area national parks after the storm???now includes 320 NPS employees from 38 states,?the District of Columbia and?Puerto Rico.

?The statue, as far as we know, (is OK, but) the full assessment has not been done,? Friar said.

?Most of the damage we?ve identified is more about the base and the infrastructure ? the sidewalks and the mechanical systems, the docks.??

The repair list released by National Park Service is extensive:

  • Water flooded the basement of the Visitor Contact Building.
  • Concession facilities and security screening facilities were significantly damaged.
  • More than half of the brick pavers in the promenade around the island have been dislodged.
  • Railings and other protective barriers have been damaged or are missing.
  • The vast majority of Liberty Island has debris and/or ?trip and fall? hazards.

The National Park Service this week released photos showing some of the damage, including torn-up walkways, debris littering the grounds and submerged docks.

But there is some progress: The fire alarms are back up and working, Friar said, and crews are on the site daily, weather permitting.

It?s been a distressing turn of events for the National Park Service, which had just reopened the Statue of Liberty crown to the public on Oct. 28 after a year of renovations, only to have to shut down the entire attraction a day later because of the storm.

But visitors yearning for a photo?op with the statue still have some options.

Statue Cruises, the official ferry provider for Liberty Island, is now offering a ?Statue of Liberty Harbor Cruise,? which gives visitors close-up views of Lady Liberty from the water.
